On assumption of office as Executive Governor of Enugu State, my admin-istration through our “4-Point Agenda”, reiterated our commitment to make good our campaign promises and bring about speedy social, infrastructure and eco-nomic development in our beloved Enugu State.
The maturity of our democracy has come with an increased level of awareness amongst the populace. Citizens have become well-informed and very expectant – desiring from their leaders, all the benefits that democracy and good governance have to offer. However, given our winding history, which has led to bad state of social infrastructure and halted economic development, so much is desired from the government.

our society between the haves and the have-nots, between the educated and the uneducated. Poor parents beget poor children, creating a kind of dynasty of poverty. The resulting tensions and social conflicts have eroded the fabric that held the society together.
Obviously, the resources required to meet these needs are very limited -particularly in States such as ours, with limited revenue streams. Consequently, the cur-rent traditional and ineffective approach towards the implementation of economic development programs will not only be inadequate but will also deliver sub-optimal results.
The 4-Point-Agenda therefore became our blueprint for a coordinated and acc-elerated economic development of Enugu State. This agenda focuses on physical infrastructure (roads, housing, water,and |

electricity), economic expansion and em-ployment, rural dev-elopment, and service delivery and good governance.
One salient theme that pervades this agenda is the burning desire to quickly upgrade the quality of life of our people. Enugu State used to be the pride and joy of Eastern Nigeria, a land where romantics and pragmatics came to fulfil their vision. Enugu State must become the best place in Nigeria to live and work and bring up our children.
This desire has inspired the tireless 207 efforts and commitment of members of this administration, and indeed, the citizens and residents of Enugu State to achieve the successes we have recorded so far. We have broken the back of the poor infrastructure development in our State through the construction of roads, drainage, power, water, and many more. |

challenge. The Enugu Lifestyle & Golf City is a mixed development city that in-corporates a commercial layout for heavy industries, light industries, office parks, and shopping malls. When completed, this will be the first purpose built city in Nigeria that should attract industry partners seeking an environment that allows them to run the most efficient businesses. The Enugu Lifestyle & Golf City will take on the challange of supplying power, and have it’s own water treatment plant, and waste management system to serve the businesses and residents of the new city.
The five tertiary institutions within and around Enugu will provide a unique source of skilled labour to support the commercial enterprises. The faculty of these tertiary institutions will also provide the intellec-tual capital needed to continually improve the quality and efficiency of the anchor businesses.
The new Enugu Lifestyle & Golf City will have three categories of residential development to be known as Residential 1 (“Res-1”) which will be ultra-luxury homes; Residential 2 (“Res-2”) which will be middle income homes, and Residential 3 (“Res-3”) which will be entry level homes or smaller family units.
Irrespective of the category of homes, residents will have access to the same amenities: 18-hole championship golf course, 5-star club house, 5-star hotel, sporting facilities (including a gym, basket ball court, soccer fields, lawn tennis, swimming pools, etc), schools, hospitals, shopping mall, nature reserve, hiking trails, technology-enabled security sys-tems, etc. Each of the sub-divisions |

(irrespective of the category of the residential home) will be managed by a world-class property management comp-any to ensure the maintenance and enhancement of the quality and integrity of the community. This communal inter-action will bridge the divide between the rich and the poor, and evolve a more harmonized society devoid of the dynasty of poverty.
The new city will have a separate reserved area that will house an exclusive 9-hole golf course, helipad, Enugu State Government Lodge, and residences and holiday homes for top, blue-chip comp-anies. The objective of this exclusive reserve is to make Enugu the choice getaway for captains of industry, which should drive further investments in the State.

We are on the move and this momentum cannot be stalled.
One challenge has been an integrated and comprehensive strategy to upgrade the quality of living for our people. The old Enugu City has numerous challenges: poor (and in some cases, non-existent) town planning, dilapidated infrastructure, lack of maintenance, poor building codes, etc. All of these translate to poor living cond-itions for our people. My admin-istration has resolved to crack this challenge through best-in-class practices with world class development partners that will deliver a new city for Enugu; a city that will change the way we see ourselves. The way we live, work, and bring up our children.
